In 2013, the International Organization «Shield» has sent a letter to amend the changes into the Charter of the United Nations, it was addressed to the United Nations Secretary General- Mr. Ban Ki- moon,
and the heads of five permanent members of the UN Security Council through their ambassadors in Ukraine.
«International Congress on protection of rights and freedoms citizens “Shield” wants to pay your attention to the UN Charter.
It was the best international document at the time of its approval in 1945, as it proclaimed the right of people to self-determination and independence of States, non-interference in the internal affairs of any State, as well as the prevention of the danger that threatens the state.
However, the Charter is valid for 69 years, organizing tasks no longer fulfilled; the scheme of the document is outdated. Due to the changes in the geopolitical situation in the world, the United Nations isn’t full filing its functions, to ensure peace in numerous military conflicts (Palestine, Iraq, Iran, Abkhazia, Afghanistan, Syria, Somalia, Chechnya, Georgia, Lebanon, Libya, Ukraine, and Azerbaijan).
Let’s review the UN Security Council, which was created to maintain international peace and security — to prevent situations that might lead to war.
Article 24 of the UN Charter
In order to ensure prompt and effective actions of the United Nations, its Members confer on the Security Council primary responsibility for the maintenance of international peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf.
It consists of five permanent and ten non-permanent members. The five permanent members-states are the United States, Russia, China, Great Britain and France have veto power. The Stockholm International Peace Research Institute (SIPRI) published data on production, export and import of weapons in the world. Ten countries — the largest supplier of weapons are the US, Russia, China, Germany, Great Britain, France, Sweden, Italy, Spain, and the Netherlands. Thus it is not in the interests of the permanent members of the UN Security Council to terminate the military conflict, because it brings them profits. Based on the foregoing, in such a situation in the Security Council, the United Nations cannot effectively carry out its statutory functions.
The International Congress on protection of rights and freedoms of citizens «Shield» proposes to amend the fifth chapter of the UN Charter, which concerns the construction principles of the Security Council. It is necessary to expand the range of UN Security Council member countries, to provide an opportunity for representatives of Central and Southern Africa, Southeast Asia and Latin America to take place in the Security Council and to have veto power. This will allow to account the interests of different nations, to hear the «voice» of the world.
We ask the United Nations to perform its basic function, which primarily should be aimed at maintaining peace and security in the world. UN must fulfill its main goal, regardless of the interests of other state — members.
We want to pay the attention to the main problem of the world community — the problem of the loss of faith in a fair performance of duties and major functions of the United Nations. We must earn the trust of people and show that the United Nations is still struggling with the problems of the world, that the organization of this level has remained faithful to the principles and ideas laid down in its Charter.
The International organization «Shield» will continue to fight for the maintenance of peace and the legitimate rights of every person on the Earth.
