The state’s responsibility is to protect people with special needs from all harm and discrimination
1 The state has the responsibility to provide for persons with special needs and to preserve and promote their rights from all harm and discrimination
And achieve well-being and a decent life for them. It must take it upon itself to protect them in cases of emergency, illness, disability, and old age, support and strengthen the health insurance system and
society, and encourage institutions and individuals to contribute to charitable and humanitarian work.
2 The need to take all the necessary measures and procedures to devote their right to benefit by all standards that guarantee them full integration into society, especially the right to health, education, employment, and advancing their political, sports, and other participation in all fields designated for them.

Section 14 – Liberty and security of the person
1. States Parties shall ensure that persons with disabilities, on an equal basis with others:
(a) the enjoyment of the right to personal liberty and security;
(b) They are not unlawfully or arbitrarily deprived of their liberty; any deprivation of freedom is consistent with the law, and the existence of a disability does not justify any deprivation of liberty.
2. States Parties shall ensure that when persons with disabilities are deprived of their liberty as a result of any measures, they are entitled, on an equal basis with others, to guarantees by international human rights law and to be treated by the objectives and principles of this Convention, including the provision of reasonable accommodation for them.
The Shield Organization has sought to defend the rights and freedom of citizens since its inception, to protect the rights of people with special needs, to establish recreational activities and events, to provide humanitarian assistance and support for their families, to sort out specialized experts in vocational and logistical training, to hold art exhibitions, music, sculpture, summer camps, and others.
